President Gloria Arroyo has promoted four Coast Guard officials from the rank of captain to commodore and seven other officers from the rank of commanders to captain.
The new commodores are Rolando Ricafrente, Athelo Ybanez, Elson Hermigino and Joel Garcia.
Ricafrente, a member of the Philippine Military Academy Class 1981, earned a Master’s degree in Maritime Safety Administration from the World Maritime University in Malmo, Sweden.
Ybanez, a member of PMA Class 1984, completed three career courses and earned a Master’s degree in Maritime Affairs also in World Maritime University in Malmo, Sweden. He once served as assistant project manager of Coast Guard-Japan International Coordinating Agency Project before he became commander of Coast Guard District Northern Luzon.
Hermigino, a member of PMA Class 1985, earned a Master’s degree in Maritime Safety Administration in World Maritime University. He attended several military schools.
