De la Paz?s euros to benefit police intelligence operations

Camp Crame yesterday said it would distribute to intelligence units the 105,000 euros or P6.9 million that former National Police comptroller Eliseo de la Paz returned on Monday.

Director Romeo Hilomen, comptroller, said his predecessor managed to settle his P4,466,107 obligation before the closing of banking hours.

?These funds are now, officially, PNP financial assets subject to disposition and under existing government auditing rules and procedures. We intend to distribute them to the various PNP intelligence units where they are much needed,? he said in a press interview.

Hilomen said the agency had no more jurisdiction on De la Paz?s administrative culpability after he reportedly borrowed funds from friends to beat Monday?s deadline.

The amount was received by Chief Supt. Rey Lanada, Finance Service head.

?The Ombudsman will be the one to determine if retired Director De la Paz has criminal liability, if there is any,? Hilomen added.

De la Paz?s euros were seized from him and his wife Maria Fe on Oct. 11, 2008 by Russian Customs officials at the Moscow International Airport for failure to declare the amount. He belonged to an eight-member delegation to the Interpol?s 77th summit in St. Petersburg.

Hilomen said National Police Chief Jesus Verzosa has ordered reforms in handling Crame?s coffers.

?We changed the fiscal policy that all cash advances, especially intelligence funds, should be approved by [Verzosa]. And there should be administrative and criminal liability if there will be violations.? Romie A. Evangelista
