City Hall shakedown looming

Manila City Hall is abuzz these days with talks of a reshuffle after employees and executives admitted that Mayor Alfredo Lim has started asking for courtesy resignations.

?In my annual analysis and assessment... your performance and conduct of governance leaves much to be desired,? he was quoted as saying.

Sources took the remark as indicating a revamp of 20 to 30 functionaries in the coming weeks.

?Mukhang magbabalasa ng mga opisyales [It appears officials would be reshuffled],? a source yesterday told Standard Today.

Lim, they said, would do well to tap ?outsiders? to beef up his performance team.

Observers note that some executives were hanging on to their posts without any achievement to boot.

The top brass is composed of chief of staff Ricardo de Guzman, who also heads the Manila parking and traffic bureau and the media information bureau; deputy mayor Joey Silva, also officer-in-charge of the city personnel office and the license division of the city treasurer?s office; department of public services head retired Manila police Col. Carlos Baltazar, also officer-in-charge of the hawkers bureau and chief of the mayor?s personal security group; mayor?s complaint and action team?s chief retired Manila police Col. Franklin Gacutan, also OIC of the general services office and civil security unit; and city administrator Jesus Mari Marzan, also head of the mayor?s special action team.

?Really, the mayor needs fresh faces, fresh ideas and talents to run his administration smoothly and to introduce more innovations,? the sources added.
