Former Councilor Basco, 74

Lawyer Humberto Basco, former Manila three-term councilor, died of cardiac arrest last Jan. 12. He was 74.

The city council is set to hold a necrological service today in his honor.

?It?s just fitting and proper that we pay respect to our dear departed colleague, who during his tenure in the local legislative body was an outstanding member,? said pro-tempore Councilor Ernesto Rivera in a statement.

He and Majority Floor Leader Basco belonged to the First, Second and Third Council from 1988-1992, 1992-95 and 1995-98.

Basco is survived by his wife, children and grandchildren. Friends, associates and relatives, mostly from the Negros province and in the Second District of Tondo, are also mourning his demise.

Interment will be announced later.

Among the approved ordinances Basco espoused were the creation of the Department of Public Services, transforming the city hall tower into a national landmark, and providing regular allowances to city prosecutors and public school teachers. Tony Macapagal
