Lawyer Roy Joseph Rafols, the Philippine Stock Exchange?s chief operating officer and head, issuer regulation division and lawyer Pedro Malabanan, the Exchange?s head, disclosure department, appear to have been remiss in their obligation to ensure that the investing public is fully informed about the material developments in listed company San Miguel Corp. If that perception is correct, then the board of the PSE, in my view, should have, at least, censured them for sleeping on the job.
