Imelda sues Sabio for graft

FORMER First Lady Imelda Romualdez-Marcos yesterday filed criminal charges against Chairman Camilo Sabio of the Presidential Commission on Good Government and four other commissioners for the illegal seizure of their properties.

Citing her capacity as heir and special co-administrator of the estate of her deceased husband Ferdinand Marcos, Mrs. Marcos filed graft and estafa charges before the Ombudsman against Sabio, PCGG commissioners Ricardo Abcede, Narciso Nario, Tereso Javier and Jaime Bautista.

Mrs. Marcos alleged that the PCGG violated their rights and the estate of the Marcoses by forfeiting their properties without any case or any accounting of the assets.

Sought for comment, Javier said he was not aware of any complaint. ?I can?t give my reaction at this time.?

He said that all the assets surrendered by Marcos crony Jose Campos were ?well-documented? and that the businessman had testified that all these assets were owned by the Marcoses.

In her complaint, Mrs. Marcos said she filed the complaint because of the PCGG?s takeover of the properties surrendered by Campos to the commission just after the former strongman was ousted in 1986.

?...their [PCGG] exercise of dominion over the same and their unlawful and felonious disposition of some of the subject properties, in flagrant disregard, and to the prejudice of, the estate and the rights of the Marcos family, whose repeated demands were simply disregarded by the respondents, constitute misappropriation or conversion to the great prejudice of the estate of Mr. Marcos and the Marcos family,? the document filed by Mrs. Marcos said.

It was narrated that after President Marcos was ousted from office in February 1986, Campos surrendered to the government, through the PCGG, 197 certificates of title over several parcels of land with a total area of 17,405,984 square meters located in Ortigas Boulevard, Pasig City, Baguio City and in the provinces of Laguna and Cavite.

This does not include a seafront with an area of 120 hectares located in Mariveles, Bataan, and registered in the name of Anchor Estate Inc.

Campos became a state witness against the Marcoses and was given immunity from criminal prosecution.

?It must be emphasized that to date, no action for the forfeiture of the surrendered corporations and properties has yet been filed by the Republic of the Philippines,? Mrs. Marcos said in her complaint.

She added that the commission took over the properties and corporations even if these were not declared by the courts as ill-gotten wealth.

Mrs. Marcos added that there were repeated demands for accounting and liquidation of the Campos-surrendered corporations and properties, but it landed on deaf ears in the PCGG.

Because the PCGG did nothing, Mrs. Marcos said several properties they owned were disposed off by the government. This includes lots and houses, shares of stocks in Oriental Petroleum and Mineral Corp., sold to businessman Roberto Coyuito Jr., and Marcopper Mining Corp. sold to several corporations.
